Job Description:

Senior Business Operations Manager
 
Responsibilities:
 
-Manage a business operations team responsible for financial, cost, schedule and risk management and contract administration on a large government contract work order.
-Develop and enhance the operational systems, processes and policies in support of organizations mission  specifically, -support better management reporting, information flow and management, business process and organizational planning.
-Primary duties involve collecting and verifying cost for labor, subcontractor and vendor invoices, tracking against planned costs, and reporting at a contract level with detail for each work order task.
-Serve as primary interface with customer for business operations related functions such as invoicing, cost and schedule reporting and contract deliverables.
-Support to and interface with Contracts and Subcontracts function to monitor funding levels, review contract modifications and support program staffing.
-Oversee and apply Earned Value Management principles and reporting to Work Order and Task management.
-Manage integrated schedule and budget baselines for Work Order Tasks.
-Work closely with program management in leading business planning, process integration, and transformation efforts across option years.
-Define and measure success metrics and monitor change process.  Define, analyze and present appropriate Business Operations metrics as part of the continual service improvement lifecycle.
-Work closely with Program Manager to track cost performance and effectiveness of cost control initiatives, including monthly actual performance against forecast and Estimates At Complete (EAC).  Develop and prepare financial reports and analyze financial performance.
-Consult and coach project teams. Integrate business operations management activities into project plan.
-Support training and communication efforts.
-Support and engage senior leaders and task managers.
-Support organizational design and definition of roles and responsibilities.
 
Qualifications:
 
-Bachelor’s Degree in accounting, finance, or related business discipline with 14+ years of total experience.
-Professional Designation such as Project Management Professional (PMP), Certified Public Accountant (CPA), or Certified Management Accountant (CMA).
-At least 12 years of experience on government programs performing project management and cost analysis.
-Familiarity with project management approaches, tools and phases of the project lifecycle including Agile.
-Tools/Technology Experience:  Working knowledge developing, implementing and maintaining pricing and finance processes with automated tools.  Skilled in financial tracking and reporting tools.  Excellent knowledge of MS Excel, Outlook, and MS SharePoint.  Experience with MS Project integrated scheduling and critical path analysis.  Experience with schedule and cost baseline linkage.
-Organizational Skills:  Can plan and prioritize work, both their own and that of project team.  Can work with little supervision, multi-task, and learn quickly.  Follow tasks to their logical conclusion and makes sure that everything has been done to the right standard.  Excellent attention to detail.
-Team Work:  Able to enthuse and maintain team interest. Comfortable working both individually and as part of a team. Prepared to challenge ideas within a group in a constructive way. Ability to influence others and move a team toward a common vision or goal.
-Leadership:  Acute business acumen.  Able to work effectively at all levels in an organization.
-Communications: Ability to communicate clearly and efficiently to team members and clients, verbally and in writing. Able to present ideas in a variety of ways depending upon audience and context.  Excellent active listening skills.
-Quantitative Management:  Ability to determine process measures and track to determine process effectiveness and efficiency.
-Problem Solving:  Ability to analyze problems and determine root cause, generating alternatives, evaluating and selecting alternatives and implementing solutions.
-Results oriented:  Able to drive things forward regardless of personal interest in the task.  Able to persist to bring tasks to their logical conclusion.

-3 years experience using Unanet Project Management Module.
