Job Description:

Cost Analyst Lead
-Manage the cost, schedule, and performance of projects.
-Develop analysis for variances.  Report monthly actual performance against forecast, and quarterly Estimates at Complete (EACs).
-Set up methodologies to review, control, and report on project status (project scope, cost, and schedule performance).
-Able to define, document, and implement project financial management practices and procedures based on prior experience and industry best practices.
-Lead training and communication efforts in the use of Unanet financial system.
-Lead the preparation and delivery of program and procedural documentation, training materials, planning documents, status reports, and risk management reports.
-Manage program baselines. Conduct briefings and prepare comprehensive reports to advise managers and executives on project plans and progress.
-Lead various data/report/analysis efforts related to data gathering to support requests for service or to modify program measurements and drive improvement.
-Lead the preparation for monthly cost performance reporting and Integrated Baseline Reviews (IBRs).
-Monitor and review the expenses for the Bill of Material (BOM).
-Lead the coordination of aligning financial information collected and reported with the Finance team.
-Lead the monitoring of internal controls & accounting reporting systems to ensure that company systems are providing accurate and reasonable accumulation and recording of costs charged.
-Lead efforts with other cost and financial analysts, and coordinate inputs with the schedulers.

-Cross-collaborate and identify and implement 2 opportunities for process improvement
-Ability to perform a baseline/re-baseline in Unanet
-Lead the monthly control account reviews and cost reporting process
90+ Days
-Cross-collaborate and identify and implement 2 opportunities for process improvement
-Identify at least 1 opportunity for improvement in the monthly creation of the Cost and Schedule Report
-Become proficient with tools, processes and business rhythms
-Ability to support Engineering Program Managers with all the business operations needs
-Document processes and desk procedures
-Lead the development and execution of IBR planning, cost baseline, and associated processes.
-Bachelor’s degree in accounting, finance, or related business discipline.
-Project Management Professional (PMP).
-At least 10 years of experience on government programs performing project management and cost analysis.
-Familiarity with project management approaches, tools and phases of the project lifecycle including Agile.
-Tools/Technology Experience:  3 Years’ experience using Unanet Project Management Module.  Working knowledge developing, implementing and maintaining pricing and finance processes with automated tools.  Skilled in financial tracking and reporting tools.  Excellent knowledge of MS Excel and Outlook.
-Organizational Skills:  Can plan and prioritize work, both their own and that of project team.  Can work with little supervision, multi-task, and learn quickly.  Follows tasks to their logical conclusion and makes sure that everything has been done to the right standard. Excellent attention to detail.
-Team Work:  Able to enthuse and maintain team interest.  Comfortable working both individually and as part of a team.  Prepared to challenge ideas within a group in a constructive way.  Ability to influence others and move a team toward a common vision or goal.
-Leadership:  Acute business acumen.  Able to work effectively at all levels in an organization.
-Communications:  Ability to communicate clearly and efficiently to team members and clients, verbally and in writing. Able to present ideas in a variety of ways depending upon audience and context.  Excellent active listening skills.
-Quantitative Management:  Ability to determine process measures and track to determine process effectiveness and efficiency.
-Problem Solving:  Ability to analyze problems and determine root cause, generating alternatives, evaluating and selecting alternatives and implementing solutions.
-Results oriented:  Able to drive things forward regardless of personal interest in the task.  Able to persist to bring tasks to their logical conclusion.
-Experience working with the Census Bureau
-Unanet experience strongly preferred
